Cloverdale sets trick-or-treat hours for Oct. 31

CLOVERDALE – The city of Cloverdale officially set its trick-or-treat date and hours at the regularly-scheduled town council meeting on Tuesday evening.

Town Marshal Adam Hull proposed the actual night of Halloween, Oct. 31, and the hours from 5-8 p.m.

“In talking with members of the community this is what a majority of the people wanted,” Hull said to the council.

With a follow-up question from Council President Brandon Tancak of “What will you be dressed up as?” Hull jokingly responded, “I’ll be going as a police officer.”

Hull also addressed the council on the need for a new evidence storage unit. There were two proposals from Hull with the first being a carbon steel unit and the second being a stainless steel unit.

“The stainless steel unit is going to be cheaper in the long run because it will last much longer and it’s much easier to work with,” Hull said.

The approval of the purchase of the stainless steel unit received a motion for approval from councilman Greg Jay, who agreed with Hull about the longevity benefits.

Another important item that was brought before the council by Town Manager Jason Hartman was the project regarding the new basketball court and the old swing sets at the town park.

Hartman reported that concrete is currently being poured for the court that will be running east and west. With the new basketball goals that will be put in place, that left the discussion of what to do with the two old basketball goals along with an old swing set that was torn down. Hartman asked the board to declare the goals and swing set as surplus so they could be sold or scrapped.

Hartman along with Tancak both urged the importance of also getting a new swing set for the park.

“The bottom line is that the swing set is really old and well past its lifespan,” Tancak said. “Jason did research on how much a new one would cost and it ended up being around $2,300-$2,500. I’m not sure if there’s a company or individual who would want to donate to the park board, but in my opinion with us having a brand-new court and new goals we might as well follow suit with a new swing set.”

Two of the final reports and items that the council heard from Hartman were in relation to some asphalt repair along with some water utilities that also need repairing.

Hartman told the council that there are 19 areas that need asphalt patching along with repairs to Brown St. that leads back to the bus barn. The quote that he received was for $23,400.

“That was a little more than I was anticipating it to be,” Hartman said.

Tancak wasted little time in responding for the council in telling Hartman that he would like him to receive another and hopefully cheaper quoter for those repairs.

In regard to the water utilities Hartman told the board of three issues. The first and most pressing was for a water measurement meter that detects how much water goes out of the plant.

“We’ve been without one of those for a little longer than we should’ve.” Hartman said. “We have two quotes for $7,712, and $4,850. This is something that we need to be looking at.”

A second was a water tank that was leaking and the third being a dehumidifier purchase or repair.

The council ended by approving the purchase of a new measurement meter for the lower of the two costs in the amount of $4,850.

In other business, the council:

• Approved the adoption of the 2025 Budget

• In Claims and Transfers, approved $171,429.71 to general, $55,755.37 to water, $1,424,266.54 to wastewater, $54,067.57 to payroll and $3,267.03 to Buckeye Power Sales

• Approved work change directives No. 1 and No. 2 for the Lieber/Wastewater Project

• Approved CIS Services to clean the interior of the water tower

• Approved Ordinance 2024-9 regarding the deed and resolution to “Hayman’s Road” with the council beginning to discuss a name for the road at the November meeting.

• Approved the first reading of Ordinance 2024-8 for the street sign grant fund

• Approved Resolution 2024-4 for additional appropriations

• Approved Resolution 2024-5 for payroll fund transfer

• Approved the rental of farm ground for 2025
